Rep. Sullivan's BudgetSmart plan will provide greater accountability by requiring roll-call votes on major new spending initiatives and efforts to raise the public debt limit; require an honest, nonpartisan estimate of the cost of legislation; establish a federal "rainy-day" fund; end the abuse of the emergency spending process; and return Congress to a pay-as-you go budget process.
"Taxpayers deserve to know how their money is being spent. That is a simple and undeniable right" said Sullivan. "The BudgetSmart proposal is a critical first step towards restoring fiscal sanity to Washington".
"When the budget process is corrupted by deception, secret votes and special interest favoritism, the taxpayer loses in the end. By reforming the system, we can help end the cynicism that has infected our political culture. Those of us who believe that government has a role to play in improving the lives of the American public have an even greater obligation to ensure that our nation's financial resources are being utilized in a responsible and accountible manner, and that is what this plan seeks to accomplish".
