Can someone translate his repeated, ad nauseum, tired and worn out use of the term.......
:wtf: is he actually meaning when he says it?

Well, maybe he's not that old. And it's one thing to be a classic imperialist, but I am fairly sure he will become the American Cato, i.e. "Carthage must be destroyed!". Has the Cato Institute officially endorsed him yet? Will there be many Carthages?

It's an interesting, almost Victorian, vocal trait. I think only somebody who was probably around at the time of Teddy Roosevelt, maybe even Abraham Lincoln, and William Ewart Gladstone, could get away with it. So that's McCain's niche in this race: 19th century statesman (His TR side is his bold, modern look).
He loves Teddy Roosevelt, who often spoke this way.
It's like when some politicians for years after the Kennedy Presidency used JFK-esque mannerisms. He became a model to emulate.
Unfortunately McCain's model to emulate (a fine president admittedly) died in 1919.
