The IWR is not the reason that most have given for not wanting HRC as SoS - I doubt more than 1% of posts use that as a reason. The fact is that it is the PRESIDENT, not the SoS who decides whether we go to war. But, in spite of that, here is the difference I see in their votes and their comments. (In addition, the vote only was cast by Senators - Richardson was far more hawkish than Kerry in 2002 and 2003 - but he has no recorded vote. There is no reason to prefer him over HRC because he didn't vote for it - he didn't have a vote.)
Biden's Biden/Lugar bill- the SFRC's version of the bill that Kerry also preferred, would at least have made it more obvious that he was not doing what he promised to get the resolution than the IWR. (Dean in fact was on record in fall 2002 as being for Biden/Lugar.) There is no 2002 statement I know of that HRC preferred that bill. In Kerry's case, in speeches and on the Sunday talks shows (that I have given you links to in past posts), said repeatedly in late 2002 and early 2003 that we were not at the point that war was a last resort and that he did not support invading. (So, you KNOW that Kerry had he been President in 2003 would definitely not invaded. That and his whole history made it very obvious that he would be among the slowest people to start a war. This does not mean that his vote was right - something he has taken responsibility for more times than anyone.)
Biden in 2007 spoke of a meeting he had with other (unnamed) Senators where Bush personally told him that he would go to war only as a last resort as being one reason behind his backing the less conditional IWR. There is a reason that both Kerry and Biden have spoken of "war of last resort" so often - with both saying that Iraq wasn't. This is as close as someone running for President can go towards saying that the war we are fighting is an unjust war. (Kerry did in 2006 go further - saying at the Take Back America conference that the war was immoral - leading at least one JK group person to then think he would not run again.) The way each uses it - Kerry more explicitly than Biden - explains when they think it justified to go to war - the words are St Augustine's. (Kerry secularized this in a 2004 debate speaking of a "global test".) This is why I had no problem with Kerry or Biden as President.)
I have not heard HRC ever say anything like this, nor have I heard her ever state when she would take the country to war. The comments that most bothered me were March 2003 comments she made to Code Pink that boil down to her saying the war was necessary. I think enough was known by March 2003 (that was not known in Oct 2002), that I wished I hadn't heard those comments - because when I heard them, there was still a good possibility that she would be our nominee. I would have supported HRC for President had she won the nomination, but would have listened hard to hear the same things on not rushing to war. I suspect that she is closer to Obama/Kerry/Biden than to Bush/McCain.

The only one accorded more respect here is Obama - who as our President elect, deserves a "honeymoon period". The same should kick in for Biden as well - though there were many here echoing the RW attempt to accuse Biden of being what Palin really was - a liability.
The fact is that there is a hard court media push to "give" HRC something.

Everyone needs to be vetted to enter an administration. The President can't afford to be hit by someone else's baggage. There is a huge difference from saying vetting is needed - to insure that anything embarrassing is known to the President when he makes his choice - and investigating, which sounds like something that at this point applies to only Stevens and Coleman.
No one here will mistake me for a HRC supporter, but this steps over the line.
