1. Prepared voters take less time

Voters who bring in prepared sample ballots or lists take maybe 5-10 minutes. Voters who are reading the ballot propositions for the first time take 30-45 minutes.

Note: It seems that a HUGE number of registered voters in my area (Gila County), did NOT get sample ballots. These were supposed to be mailed out 10 days ago. I don't know if our glorious GOP controlled Secretary of State's office (Brewer) is too blame.
