2. I think it's dead in the water.

Bad timing. Putting it forward in a presidential election year doesn't give time for reasoned debate, it is too politicized. I think this election is so important, as well as contentious, the thought of a long court battle about the voting scares folks. And, I do like the idea, but I think all the states need to do it.
