Amendment stalls discharge proposal

CARNEYS POINT, N.J. -- The U.S. House of Representatives has passed a Defense Department authorization bill that includes an amendment stalling the controversial VX discharge proposal until federal agencies agree the plan is safe.

U.S. Rep. Rob Andrews, D-Haddon Heights, pushed for the amendment.

If passed by the Senate, it could become a "permanent roadblock" to the plan ever happening, Andrews said Thursday.
