I assumed that it was because 1) he was already running for governor and needed to look like he cared about consumers and 2) he left most of Bob Butterworth's staff in place and they were still running things.
I also assumed that he'd leave Jeb's old staff in place and they would keep running the state the same way they had been. Maybe he'll take his AG staff with him and he won't suck as much as Jeb did.
