I'm writing and researching about the power of new software to criminalize and disqualify voters AFTER elections (rather than helping them get voted on election day). And I see that Georgia may be a good example of this. According to a Dec. 2004 report from Electionline.Org, Georgia tossed out 70 percent of its nearly 13,000 provisional ballots, so electionline speculates: "One possible explanation is that Georgia has a statewide voter registration database (which would make it easier to identify voters who are not registered to vote)." -- See electionline pdf file, page 5:
