Executive Order Creating
The Illinois Reform Commission
NUMBER 1 (2009)

WHEREAS, democratic government derives its legitimacy from the consent of the governed; and

WHEREAS, the continued acquiescence of the citizenry to the democratic compact requires a bond of trust between the people and their elected representatives; and

WHEREAS, official malfeasance by public officials, and those doing business with the government, damages and often eliminates that trust; and

WHEREAS, repeated instances and allegations of malfeasance by public officials, including those at the highest levels of Illinois government and those doing business with the government, have damaged the esteem in which the people hold their government; and

WHEREAS, the people of Illinois are entitled to a government that operates in a lawful, transparent, and efficient manner, staffed by public servants of the highest integrity; and

WHEREAS, it is imperative that Illinois take immediate steps to restore the trust of the people in their government by establishing new and more demanding standards of ethical conduct for public officials;

THEREFORE, I, Pat Quinn, Lieutenant Governor of Illinois, pursuant to the authority vested in me by Article V of the Illinois Constitution of 1970, hereby direct as follows:
I. CREATION

There is hereby created an Illinois Reform Commission (hereinafter “Commission”) as an independent advisory body having the duties set forth in this document, with respect to the Office of the Lieutenant Governor.
II. PURPOSE

The purpose of the Commission is to undertake a focused evaluation of both existing Illinois law and the operational practices of the State of Illinois from the perspective of ethics in government, proposing, as the Commission deems appropriate, amendments to existing law. In addition, the Commission shall:

1. Propose, as it deems appropriate, new legislation on subject matters on which there is currently no governing law or insufficient governing law, as well as other policy or operational reforms; and
2. Draft, to the extent feasible, proposed statutory language, new or amended administrative regulations, and other documents as the Commission deems appropriate, or outlines of any such documents, implementing the Commission’s policy recommendations; and
3. Submit, not later than 100 days after the effective date of this order, an initial report outlining its findings and recommendations to the people of Illinois and to the Lieutenant Governor, and, not later than May 31, 2009, any supplementary reports the Commission deems appropriate; and
4. Ensure, with the logistical assistance of the Office of the Lieutenant Governor, that the report and recommended reforms of the Commission are available to the public; and
5. Conduct its business at regular meetings, open to the public, in accordance with the Illinois Open Meetings Act (5 ILCS 120/1 et. seq.) (see supra Section V).

III. MEMBERSHIP

1. The Commission shall be composed of a Chairperson and at least 12 Commissioners. The Chairperson shall be appointed by the Lieutenant Governor. The Commissioners shall be selected by the Chairperson and appointed by the Lieutenant Governor. Members of the Commission shall serve without compensation.

IV. INDEPENDENCE

1. The Commission shall function as an independent advisory body, with the discretion to arrange its affairs and proceedings in the manner it deems appropriate.
2. The Commission may, at its discretion, appoint individuals to serve as staff persons.
3. The Lieutenant Governor’s Office shall, upon the request of the Chairperson, provide administrative and technical support to the operations of the Commission.

V. TRANSPARENCY

1. In addition to whatever policies or procedures it may adopt, all operations of the Commission will be subject to the provisions of the Illinois Freedom of Information Act (5 ILCS 430/1 et. seq.) and the Illinois Open Meetings Act (5 ILCS 120/1 et. seq.). This section shall not be construed so as to preclude other statutes from applying to the Commission and its activities.

VI. EFFECTIVE DATE

1. This Order shall take effect immediately upon its execution.

:eyes: i am not a pat quinn fan. i think he is a pompous grandstander. commission my ass.
how about just turn the lights on for us, pat. get yourself a website, just like president obama is gonna do, and put all of illinois' contracts out there for everyone to see.

2. I always thought Pat Quinn was an innocous hand shaker. Who knew he was
so ambitious?

I previously liked him in his "nice guy" role but I can't stand him in his new tough guy stance. Ugh!

3. We do not need any stinking commissions.
We have ethics laws on the books. Enforce them.

Keep people like Rezko and Big Bill Cellini as far away from government contracts and legislators as possible.

The people of Illinois need to demand that those they elect have clean records. If those records do not remain clean, then we clean them out of office.

The state senate and house need to make sure that their members are following the law. They need ethics committees with teeth.

County chairmen and county organizations need to use their voices to keep the crooks from running for office. They need to cut off funds to anyone with questionable ethics.

As far as money goes, who cares who has the biggest war chest? Just because some fool has a large election or re-election fund, that is no reason to elect him or her.
