Is David Vaught to be believed or is he a right wing hack?

I have heard ever so much about his dire predictions for our state in the last couple days. They seem to sound almost exactly like what he was peddling a couple years ago.
I also heard his numbers parroted by (R) legislators last winter who clearly did not understand what they were saying.
Ergo, I have come to the conclusion he is yet another in a long line of Republican fear mongers throwing out cataclysmic predictions and making the numbers fit.
Thoughts?
