the maine turnpike out sourced the pass thru lane -it was a failure,the state out sourced it's computer system-it failed-Iwonder if some of ray's buddies were on the committee that picked the company or oversaw the completion of it?
From some of their spiels on lob they def. sound like finalists for that oversight committee!
how do you take a bare bones dept,lease it out-use the proper manpower and equipment
make a profit and still maintain it.
answer : you don't -you play the game reap your profit untill the public demands a change or you raise costs to impede the demise of your product until the public throws you out!
A perfect example can be found all over this country :hired jails,hired fire depts.
many failed a few survived longer than others because of the newer starting inventory.
been on both sides of the fence and it cost an avg of 20-30% more to privatize!
If you look for appes you find apples-if you look for fruit you'll find bad apples!
