Here are all the details:
Massachusetts experienced a court order, then California, then Connecticut, then Iowa. Vermont went through the legislative process, but had to override a veto. Before Vermont, California passed legislation twice, but both bills were vetoed, and both vetoes were not overridden.
So, Massachusetts is the first state to legalize same-sex marriage (as we know), and the first to do so through the judicial branch. California is the first state to pass legislation, and also the first where an incumbent right to marriage was repealed. Vermont is the first state to pass legislation and succeed in making it law. Maine is the first state whose governor signed the legislation.
