1. Every time I see this one

Commitment/City Schools I wonder why Gov. E only cared enough to want to help 11 of the 54 schools that supposedly were in desperate need of help. Those I have pointed it out to now also wonder why he could care less about the rest of them.

2. I guess it makes for a better talking/campaign point.

He loves saying 'the worst' school system... and the 11 worst schools in the city.
