What's with the giant cable tie sticking out of the road on Century Ave.?

1. I dunno, but I'll be on that road later, so I'll watch out for it.

Note: Highway 120 changes its name at least three times in its short length. Every city it passes through gave it a different street name. Century, East County Line Road, and a couple of others. Very confusing.
