1. You pretty much have to have a nuke plant on a river or large body of water for cooling

So that kind of narrows it down. If I'm not mistaken, the last nuclear plant proposed for this region was by Northern States Power (now Xcel) on the Chippewa River at Durand, WI, in the 80s.
