Proposes to allow a school board and the exclusive representative of the teachers to negotiate teachers' employment contracts only during the summer, first in the odd-numbered year and then in the even-numbered year. Allows a school board in a district without an agreement by September 1 in an even-numbered year to have an arbitrator selected by the Bureau of Mediation Services decide the matter based on the parties' final offer total package. Repeals the statutory section establishing a January 15 deadline for reaching collective bargaining agreements and prohibits teachers from striking. Prohibits teachers from striking.
Nonessential employees. Precludes teachers from requesting interest arbitration. Teacher contracts. Allows a school board and the exclusive representative of the teachers to meet and negotiate and enter into an employment contract during the three-month period preceding September 1 in an odd-numbered year. If a certified written agreement is not reached by September 1, suspends the negotiations until the three-month period preceding September 1 in the next even-numbered year. Makes employee compensation during the time negotiations are suspended subject to the collective bargaining agreement in effect in the preceding bargaining cycle. If an agreement is not reached during the three-month negotiating period in an even-numbered year, directs the district to submit the matter to an arbitrator selected by the Bureau of Mediation Services who must decide the matter based on a final offer total package from each party. When authorized. Prohibits teachers from striking. Strikes language establishing the conditions under which teachers may strike. Repeals the section establishing a January 15 teacher contract deadline and state aid penalty for failing to meet that deadline (Minn. Stat. § 123B.05) and the provision establishing the conditions under which teachers may strike (Minn. Stat. § 179A.18, subd. 2). Effective date. Makes sections 1 to 5 effective beginning July 1, 2013, and applicable to all collective bargaining agreements entered into or modified after that date.

That is a direct attack on ASCFME employees. It will cost the state more money than it could possibly save. The intention is to disrupt the personal lives of the state employees union so that they disrupt their fundraising and organizational ability going into 2012.

but in particular on those who have the least and need more help from the state - all in the name of protecting the top 2%.
