Proposed divorce "impediment:" Do I have the right state?

Driving back to Ohio from Texas, I thought I heard on the radio that the Mississippi legislature was proposing a one-year cooling off period for couples who have children, before they could be granted a divorce. I heard some interesting suggestions, like maybe people should wait a year before getting married in the first place.

Here's my question though: With all the other challenges Mississipi is facing right now, including cleaning up from the hurricane, why on earth are they spending time on this? Or is it because they can sneak it through while they think noone is paying attention.

If I didn't hear this conversation in Mississipi, I heard it in Alabama. Can someone please let me know? Thanks.
