I'm around 85th & Holmes in South Kansas City, it's been slower than dial up today, it does this every time it rains heavily

Every time it rained, my speed either slowed or my internet connection would go down. Then Everest came in to my neighborhood, Time Warner lowered my rates and asked what else they could do to keep me as a customer.
So I got all new wires outside and new boxes inside. Haven't had that problem since.
So I would suggest calling them. Tell them you are thinking of finding another internet provider if they can't fix the problem.
