What is the law regarding towing an unregistered car with a car in NNY? |

My daughter says if it's not registered it has to be on a tow dolly/trailer, my husband and I think it's okay to tow behind our car if there's another licenses driver "driving" both vehicles, the tow strap is a certain length (6 feet?) and it has a sign in the back window that says "vehicle in tow".
We've towed many cars with a variety of different cars over the years, mostly registered, and never had a problem. Goodness knows we've also seen enough cars being towed behind cars but my daughter is is sure that the law says it must be on a trailer if not registered (it's her cars we'd be towing about 60 miles). Could someone please point me in the direction of where I can find out what exactly the law is for this? I've Google searched and haven't had much luck so far. If the law says that they need to be towed on a trailer so be it but we'd really rather not go to the extra expense if we don't have to.

we'd be towing about 60 miles, I've heard you can get a ticket for just using a tow strap these days, I've used a strap for a mile or less and it can be touchy, I can understand if there is indeed a new law within the last decade about needing a rigid tow bar
