Dole touted her efforts to help North Carolina sheriffs participate in the 287(g) program, which trains officers to enforce federal immigration laws, calling it the only one of its kind in the nation. But Hagan said the program is still in only a handful of North Carolina counties and said it was an unfunded mandate that is a federal issue, not a state issue.
On Iraq, Hagan said a "diplomatic surge" is needed to find a way to end the war ...
