I can't get my head around

1) What kind of org is this?

2) What do they do?

3) How do they operate?

I just don't understand it at all.

1. It's a state, utility and private group(s) combined. If you want to purchase

"green" power, they will collect a voluntary, extra charge each month through your power company ($4).

They pool that money to pay producers based on kWh's produced through solar, microhydro, wind and other renewables.

It helps to offset the cost difference between traditional (coal, nuclear) production and renewable.
