There are some nice people. It is a pretty area, but there is lots of smog in the summer. Sometimes, you can't hardly see through the air there. The storms are pretty rambunctious too. I once had my car lift off the ground while I was driving home during a storm.
A note about the roads: The well traveled roads are rutted so deep that you go uphill to turn left or right. At least, it is like that in some areas (especially when turning left from 401 to Skibo). I was shocked the first time I saw it at that certain spot, because the ruts were so deep.
It is a decent place, overall, but like any city, it has its share of bad stuff too. There are lots of hate groups there and quite a bit of violence. The first time I ever saw someone get slashed across the throat and face was at a bar there after a Joan Jett concert. Ambulance took them away. Wasn't pretty.
All in all, if your nephew can take care of himself physically as far as violence goes, he'll do ok there. Just remember, 90% of staying safe is how you carry yourself. The other 10% is outrunning the next slowest victim.
