I've read that it's being negotiated and that the gov would like legislation by the end of June but haven't seen anything about it lately besides some industry types and pharmacies complaining that the benfits are too rich.
So what's up? Anybody hear anything on a timetable for introducing legislation?

There are a lot of CAPs in PA. If you're referring to Medical Liability reform, see http://www.pmslic.com/newspublications/capsdamages.asp.Joy Tomme http://ratbangdiary.blogspot.com

2. I was referring to Cover All Pennsylvanians |

The proposal to expand health insurance in Pennsylvania. I saw the House Bill and it looks like it's been watered down a bit. The original proposal was to let everyone pay premiums into the system based on a sliding scale but it looks like they've limited it to 300% of the poverty level.

it's currently in the legislative process. Negotiations and bill drafting are under way. Right now the budget is top priority.
In the mean time, all Pennsylvania children are covered through an expansion of the CHIP program. Now affordable premiums are available regardless of income, and premiums are adjusted for income. It's no longer for families making <$40k. Google Cover All Kids for more info.
