A developer was unhappy with a zoning hearing board decision that did not allow a large development in Lower Heidelberg Township. So, they not only sued the Zoning Hearing Board, but also sued 80 people who were in the room during the hearing - including people who were in the room for a completely different case.
There is a phrase known as a SLAPP suit. That is a Strategic Lawsuit against public participation. It is when someone sues residents to try to intimidate them and get them to shut up and not publicly speak out against a project.
Berks County then jumped in to provide funds for the legal defense of the citizens.
