The Phila. area convention and visitors bureau has a list of available venues with different capacities. They may be able to provide a list, even though they are geared towards meetings and not weddings.
If you narrow it down to whether you are looking at an expensive place or more moderately priced place, people have an easier time providing suggestions.
There is a great old mansion run by a non-profit in Elkins Park (just north of Phila) that is now available for weddings.

SHE wants Center City. I'd like 'moderately' priced, but her father is paying, so we'll see!

At least in the past, many of the museums in Center City Phila. handled weddings. I believe these include the Franklin Institute, the Independence Seaport Museum at Penns Landing, etc. I believe the City also owns a historic mansion in the far northeast along the Delaware River that is rented for weddings.
