In a nutshell State Committee endorses statewide candidates, chooses candidates to be on the ballot when there is a special election for certain offices, endorses legislation (and other causes), chooses the State Party Chairperson and officers, sets policy for the party, approves county party bylaws (the Executive Committee of State Committee does this), offers trainings at its meetings for GOTV and other subjects (any registered Dem can go to most of these trainings), and in general promotes the party throughout the state.
State Committeeperson is an important position that traditionally has been occupied by party insiders and yes-people, with little information getting to and from the rank-and-file Democratic voter. But a number of more progressive folks have been working our way in, and with the arrival of the Internet and social networking things are changing -- a little. ;-)
Personally (in addition to getting voter-verified paper ballots statewide) I have been working for a more open flow of information from the State Committee in terms of the state party website and otherwise. If you have ideas for improvement, please PM me.

:toast: I just saw this thread. I worked at the polls all day yesterday (we had a 43% turnout in our district - but it's a 3:1 Republican majority).
