When this a**hole starts talking about cutting services to people in need, I get real concerned. This is the guy that claimed the unemployed were just milking the system and there were plenty of contractor jobs out there for everyone that were going unfilled.

Thus if the state cuts its Welfare/medicaid program the Feds will cut its share to. Thus if the State cuts $1 million dollars, the Feds will also cut $1 Million Dollar.
My point is he can cut Medicaid, but for every dollar he saves the state, the states loses a dollar in federal funds.
Now, the state does have some 100% state funded Medical assistance. For example if someone is applying for Social Security, such a person can get State Medicaid till he or she gets approved or rejected. Corbett could cut that program put, make it impossible for such applicate to get the medical evidence needed to get approved for Social Security.

a worse governor right now. I think we are in serious trouble here in PA for some years to come.
Corbett won by 353,192 votes out of almost 4 million cast for Governor. (Total was 3920264 votes for PA governor)
