He plays games by only talking about one state program - the "state basic subsidy", and purposefully not talking about the $550 million of other state programs for public schools that he eliminated.
In addition, last year Congress approved a supplemental stimulus grant that was intended to avoid teacher layoffs. All of the school districts expected that those federal dollars would be available for the upcoming school year to avoid layoffs, which was the intent. Instead, when Corbett took office, he used that money to replace state money that was already budgeted for schools in the state budget year that already halfway over. Then, he could compare this greatly reduced amount of state money in the 2010-1 budget (which he personally shrank) to the further cuts he wants in 2011-12.
