AUSTIN — Halfway through the legislative session, Gov. Rick Perry has racked up trips to California, Las Vegas and Washington, declared sonograms and sanctuary cities among priorities requiring immediate attention and stood up for states' rights.
But on the largest issue facing Texas — a budget shortfall of up to $27 billion — lawmakers said Perry has been a thorn in the side of those toiling to soften massive cuts to human services and education, refusing until recently to dip into the state's savings account to help fund programs and pay bills.
Where some see Perry's budget moves as tough negotiating, others see them as politically motivated.
