Question about Chap Petersen

I know about his train plan, and I know it will take a while to be implanted but will this plan enable someone from say here in Northern Va to go to perhaps Blacksburg or Harrisonberg or whatever, since I will be a college student next year and I dont drive well yet but prefer the rails to driving but many of my friends will be attending college in the southwest part of the state, a part I rather not drive to but I of course wanna see my pals.

That's about all I've seen of his plan. So there's no telling if he's expanded or even changed what locations would be connected. It appears only to link up high congested areas at this point.
