RICHMOND, Va. Governor Tim Kaine will NOT sign a bill that puts a proposed state constitutional amendment banning same-sex marriage on the November ballot. His administration says that instead, Kaine will allow the bill to take force without his signature.Kaine announced his actions on several bills today, including support for a sales tax holiday for school supplies and a ban on disrupting funerals.He has until midnight tonight to sign, veto or amend legislation passed this year. . .
