RICHMOND, Va. - Virginia's General Assembly has opened its 2011 session with a heavy agenda and self-proclaimed "united" Republican party.
Much of the focus for the next 45 days will be keeping spending down and finding ways to make it match state income in a recovering economy.
The lawmakers are vowing not to repeat last year, when an economic downturn forced them to make more than $4 billion in budget cuts.
The assembly - with a Republican controlled house and a senate controlled by Democrats - will also deal with legislation aimed at bullies, guns in their own workplace, property rights and the so called "Repeal Amendment" aimed at limiting the power of the U.S. Congress.
