http://www.wvgazette.com/section/News/Other%20News/2005031027An attempt to change the Unborn Victims of Violence Act — the “Laci Peterson” bill — so that it would only extend legal protections to fetuses viable outside of womb was soundly rebuked in House Judiciary Committee on Thursday evening.
The amendment’s sponsor, Delegate Carrie Webster, D-Kanawha, said she introduced the amendment to spur debate over the bill (SB146). She and other opponents of the bill believe is a step toward rolling back the constitutional right to abortion established in the U.S. Supreme Court case Roe v. Wade.
“I believe a good lawyer, and the right-to-life groups have good lawyers, will argue that when you establish personhood at conception, you establish a set of rights that was not recognized when Roe v. Wade was adopted,” Webster said, after her amendment was rejected on a 16-9 vote.
