If it's law enforcement parking ticket fees you're talking about, I have no idea.
Actually, I don't know in the case of the second one either, but I do know that when I called to dispute a parking ticket fee from a parking lot in downtown Milwaukee last spring, I had to call a company in California.
Don't know if that helps you any or not, but that is my experience.

I don't know who it was, man or woman, but it wasn't a ponzi scheme. The person had access to one or more credit card accounts, but ran his bill payment service (cell phone bills, cable TV bills, even city parking tickets) on a strictly-for-cash basis.
The sad part was, at the end, after the person was arrested, the people who used the service were still on the hook for all their unpaid bills.
