Administration predicts Walker won't meet 250,000 jobs campaign promise

1. Cue up the blame for those lazy unemployed and the Democrats

Somehow, they'll manage to spin up excuses that point directly to some grand flaw in the victims themselves and anyone who has worked to champion them.
