When it comes to ensuring that Quebec’s distinct character is taken into account by the rest of the federation, the NDP talks a good game. But when it comes to applying the same principle to the running of its own affairs, all bets are off.
Half a decade ago, the NDP squared the circle of its support for a strong central government with Quebec’s staunchly autonomous streak by espousing asymmetrical federalism.
Since then, the so-called Sherbrooke Declaration has become party gospel in Quebec.
In the last campaign, NDP candidates kept the text close at hand, quoting from it tirelessly to ward off the Bloc Québécois.
