Can some smart person here tell me...(re: "caging")

What is being done to combat caging, both as a tactic, and to either (a) reassure foreclosed and other persons they can still vote, or (b) ensuring that people in affected communities have/can verified that they are in fact lawfully registered to vote?

1. Phony Absentee Ballots being Mailed Out....

I read on another Blog that "Someone" is mailing out Phony Absentee Ballots to homes. There is no return address on the ballots... so they disappear once they are dropped int he Mail Box. I would be shocked <grin> to learn that only DEMS are receiving these phony non-return ballots.
