Granted, DREs are not the only option for early voting in King County, WA. Haven't heard of even one instance of vote switching (Diebold AVUs). I think it's pretty clear that there are not fundamental design decisions to flip votes to Republicans. Since plenty of this is in fact happening, it's clear that further on down the line these systems are capable of being set up or fiddled with so they do that, probably at the step of programming the actual ballots.

We need the comparison in order to figure out what Factor X is, or if there is more than one Factor X. What are the differences between locations where there is vote flipping and locations where there is not?
