I’m interested in writing resumes for those who do not speak or write fluent English, but need a resume because they are seeking employment with a company that requires fluent English, as well as to break into the English speaking business world. if a job requires fluent english- and they don't have it, a milli-vannili resume isn't going to do anything but waste their time and the hr person's time.

I don't believe that it is right for someone who is not fluent in English and is not capable of putting together a resume, have it done by someone else in order to qualify for a job that requires fluent English.
I don't appreciate you coming here just to try selling you services. Many people are hurting financially and this is not the want ads. There is a Marketplace forum here where you can post your ad. Please refrain from doing so in GD.

Language skills vary across skill areas: some people are fairly fluent verbally but lack writing skills or lack the cultural knowledge to understand what goes into an American resume. (And yes, there are rules, and differences across cultures.) If the person is qualified for the job and has the spoken language skill to do it, there is no reason for that person to be held back simply because the person's written mode of expression lags behind (which it often does) or because the person does not understand the "finessing" that commonly is done on the American resume.
That said, this person has chosen the wrong venue to advertise. DU is not craig's list. My suggestion is for this person to contact his/her local community colleges and vocational schools and advertise this service there.
