Can you imagine Qaddafi ordering the killing of THIRTEEN innocent people? |

Thirteen is a pretty big number. It's one plus twelve, as in Jesus plus twelve disciples. "Judas" is practically synonymous with "evil", but his evil role was simply to identify (by kissing) Jesus. Had there been an evil huge enough to contemplate killing not only Jesus, but also all twelve of his original disciples, then there would have been no role for Judas to betray Jesus. All thirteen would simply have been killed. However, that was simply not an option. Nobody could be that evil, right?

If Judas never turned Jesus in to the proper authorities, Jesus would not have been sacrificed. Judas was a hero; he didn't even want the 30 pieces of silver after he saw what a great job he did.
