Well, what happened was, Herman didn't actually want to run, he just didn't have any interest in it. Like Herman said "he resisted like Moses did after being called by God to lead the Hebrews out of Egypt. Matter of fact, Herman told God "You've got the wrong person. You can't be talking about me". However, through subsequent conversations with God, Herman came to slowly realize that God might be right after all... so he finally agreed to run.

The Bible is replete with stories of direct communication with mortals. The histories of all major Christian sects have their own examples. Even the most deist-in-disguise sophisticated theologies stop short of denying God the power to speak to humans, while they do shuffle their feet and adopt dithering excuses that he probably doesn't feel the need much these days. Maybe Cain is special ebnough and the stakes high enough that the Almighty has cleared his divine throat and uttered a few celerstial words for the first time in a few centuries?
