Why do the call it a PENALTY shootout?

mebbe teams accumulated 'penalties' during game, so paid for them at end.

12 yards out from the goal is a larhe white circle called the penalty spot
If a penalty shot is given it is taken from that location
In a shootout the shot is taken from that same spot, hence penalty shootout (better term might be Penalty Spot Shootout)
