But I am having a problem developing this story. It is a really nice story about a kid who is in a Mexican resort that is primarily inhabited by Europeans, whose women do not wear tops on the beach, hence the idea of "European women." It is a sweet story actually.
I hope to develop this further, of course...

but I found that oddly limiting. I will go back and try again, tho. Right now, it is anecdotal which doesn't make for a story but only is the starting point for a story.

write everything and don't allow yourself to be limited. I find that letting a story rip, and then reining it in later, if need be, is the most fun way to go. Just tell everything, and then, if you have to, move the parts around until you have them right where you want them, like a big old jigsaw puzzle.
Don't hold back. How can you find anything "limiting" when you're the one doing the writing?
Sounds to me like you're listening to some kind of arbitrary "rule" in your head.
Ditch that. Rules are for fraidy-cats who are afraid to go running in the dark, afraid of falling and getting hurt......................................
