Abortion parental-notice law repealed (AP/CNN)
CONCORD, New Hampshire (AP) -- Gov. John Lynch signed legislation Friday that made New Hampshire the first state to repeal a law requiring that a parent be notified before a minor receives an abortion.

The 2003 law never took effect because of a court challenge, and the repeal took effect immediately.

"I strongly believe parents should be involved in these decisions, providing important support and guidance. Unfortunately that is not possible in every case," Lynch said.

Lynch cited the law's lack of a provision regarding the pregnant minor's health, agreeing with the judge who ruled the law unconstitutional in 2003.

New Hampshire is the first state to repeal a parental notice law, said Dawn Touzin of Planned Parenthood of Northern New England. Washington state removed a parental consent law in 1991.

1. Good for New Hampshire!
As a retired social worker, I appreciate how parental consent is not always practical or advisable, and most teens would rather die than go in front of a judge to get a judicial bypass, even with a social worker supporting them.

Parental consent can be used as an anti-choice law. NO ONE should be able to make a reproductive choice for someone else--not even parents.

3. I got asked this the other day: Should the parents have to pay for treatment they did not authorize

since minors can not legally enter into contracts. Also is the asking for payment a breach of confidentiality. I'm not in the medical biz, and have no clue about it one way or the other.

I would say no. I would bet the child has to pay up front since insurance would almost certainly not be involved. And if the child can't pay, no abortion. I just don't know how else it would be done. Somebody from PP could answer that question.

12. Anyone I know that has gone to PP has paid up front if they want or if no insurance coverage
Hence a person who did not want their insurance co, or parents to know, or to leave a money trail, could pay cash, up front. That I do know as a fact.

8. Our health plan pays for abortions...I have daughters...and we would support their decisions

However its not a lock that they would still come to us. You never really know that until in the situation.

Now the part that can get me in trouble...why are they not free from Planned Parenthood?
- They are a registered charity
- They get United Way and other macro level charity support
- They get some level of State, Local, and Federal funds (the antis are always whining about that)
Surely they have some "free" services.

I also know that the fundies fully fund Pregnancy Care Centers and the like. Few if any get Gov funding for obvious reasons. Why can they do it and we not seem to?

What do they cost?

Emotionally I mean, since you wouldn't pay for them. Here is another question, do you support keeping them safe and legal or would you like abortions to be illegal? Thanks and welcome to DU.

14. I would discourage them from getting one if I knew beforehand.
In the unlikely event one of my daughters gets an abortion without my knowledge, and I found out later, of course I would be there for them and love them. That doesn't mean I would have to help them rationalize their decision. Nor does it mean I would feel obliged to pay for it.

17. If your daughter was raped,
would you sign authorization for her to receive the Morning After Pill at the hospital? I am curious as a former catholic who had a friend who was raped at 11 years old. Yes, her parents were catholic and yes, they gave authorization for her to receive emergency contraception. The "Morning After Pill" (the technology) has been around for decades.

Do you consider these kinds of contraceptives to be abortions also, as the catholic church states?

18. how nonprofits work
Nonprofit organizations are allowed to charge fees for services or profits. Salvation Army runs stores, YMCA sells products and charges for classes, churches often rent out their space to groups for meetings.

Nonprofits are allowed to make a profit. They aren't, however, allowed to distribute that profit to owners or investors; the profits need to be rolled back into the operational costs of the organization.

7. The minor in question has to be able to pay up front
and kids who can't tell their parents (and the kids always know best) often find a way. We just don't want to look too closely at how they do it.
