Are these typical numbers for "solved" # of robberies or does our PD suck?

There have been a string of armed robberies lately in our town and here are some stats as how many went unsolved in years past.... is less than half typical? Look at 2002---- that is less than one fifth.

*There were 47 total robberies in the city through the end of September; 16 have been armed robberies.

*In 2004 there were 46; of those, 17 were solved.

*In 2003 there were 47 robberies; of those, 22 of them were solved.

*In 2002 there were 42 robberies; eight were solved.

*In 2001 there were 41 robberies; 18 were solved.

*It is unknown how many of these past robberies were committed by people who were carrying weapons.
