The first cop to run up to him had his taser pointed but exercised proper restraint. The fat fuck who ran up second had NO NEED TO USE HIS TASER. It looked to me like the first cop, the one putting the cuffs on the "bad guy" was PISSED.
Too much force by half.

What a hoot!
You know, you just can't get enough of human being being treated like cattle! It's so refreshing and such a testament to how our species has barely evolved since we used to kill each other with sharpened rocks while fighting over the last mango!
Damn...I know I'll be wiping away the tears of laughter for a long, long time!

Without sound we cannot tell if he was obeying the orders from the cop in white. Given the manner of his actions just prior to being tased, one could easily make the argument that he was not complying. Either way, the cop in blue/black definitely should not have tased him; that decision should have come from the cop in white since he was the one in giving the commands to the suspect.
