He did have a sizable amount of experience working as legal counsel before the Supreme Court, even if he didn't have that much experience on the bench. Personally, though, while I thought that might have reasonably qualified him for a position on the Supreme Court, any such position did not include that of Chief Justice. A place on the bench is one thing, but handing him the gavel is quite another.
