CUMBERLAND CITY, Tenn. -- A 14-year-old boy was charged with fatally shooting a school bus driver Wednesday as she drove her morning route. A relative of the driver said the boy had been reported a day earlier for using smokeless tobacco on the bus. Joyce Gregory's bus crashed into a utility pole after she was shot, but none of the 24 students on board was injured.

Two weeks ago, Gregory told family members she was having trouble with students chewing tobacco on the bus, according to her cousin Jacqueline Reed. After several warnings, she reported them to school administrators on Tuesday, Reed said, adding that the 14-year-old was among those reported.
Jennifer Johnson, a spokeswoman for the Tennessee Bureau of Investigation, said the boy had not yet boarded the bus when the driver was shot. Police said a .45-caliber handgun was used in the shooting, but they would not say where the shooter got it.
