Seriously, there's no reason that a group of concerned citizens can't do the very same thing as they do. Yeah, it would be tough to find 10 large, tatt'd up men to take that on in a bunch of cities but it doesn't have to look the same everywhere.

While it might not be the best comparison, the Guardian Angels started as one small group of folks and now they have...I don't know, but a LOT of chapters. I wouldn't mind the "Rescue Ink Model" being copied in cities and towns everywhere.

I think it's important to know your laws back and forth, know your animal control officials and officers well, have a really good lawyer, and have a firm, decisive idea of just how far you're willing to go.
