Examples: (caveat - I do NOT have a Mac available)
I downloaded a .pdf reader. How do I get the .pdf's onto the iPad? There doesn't appear to be any way of doing it through iTunes. Other file formats? I have .mp4's that I created (from my video camera). How do I get them to be accepted onto the iPad? Would .mov's be any better? This morning when I connected to sync iTunes, Windows popped up a browser where I could see into the iPad (why didn't this happen yesterday??) but all I could see was some .jpg's. Can I use this to directly put stuff onto my iPad and if so, where does it show up? I want to develop for the iPad. Short of buying a Mac (I've got plenty of intel PC carcasses lying about) what do I do for a development platform?

I have Goodreader and the syncing is on the iPad's page. Then you call up the IP addr. on your computer, open a window and drag your files.
Convert your MP4s to .M4v (same thing, only iTunes) in either Quicktime or another converter software. It drops right into iTunes. Converting to .mov is good for the iPad, but the iPhone won't play them.
If you loaded pics from a camera onto the ipad, then the browser comes up. If you have a photo editor on the iPad, and you edited and saved the file, then it sends it to the PC, so a browser comes up that way too. iPhoto does this all the time on a Mac.
I don't know the answer to your developer question.
Do you have a 3G model? If so, AT&T will change the plans to $25 for 2Gigs, and get rid of $29.99 for unlimited. If you get that plan before MOnday, then you can keep it.

I've tried moving .mov files but they don't seem to be recognized either. How do you do it?

The spec sheet says it does recognize QT files. I use Wondershare video converter, and convert to m4v. and drop it into iTunes from there.
Quicktime also has a basic converter, and I'm not home so I have to do this by memory, but call up your movie and start playing it in QT. It has to be completely loaded, so if it's still loading (Play bar is grey turning to black) you'll have to wait. Go to "share" drop down menu from the top. -> share with iTunes -> choose AppleTV instead of iPod/iPhone because it'll be a bigger picture, and optimized for a bigger screen. a 20 min film will take about 15 minutes to convert. Get some coffee. QT sends it to iTunes on it's own, so you don't have to drop it in. Find it in iTunes "Movies".
Sync your iPad. Call up the iPad info, go to the movies tab, and click on your home videos you converted, and click "apply" It syncs again, and you should have your movies on there in iTunes format.

drop box works great, easy, and you can even use iAnnotate on your PDFs.
